One morning my 3 year old was bouncing on me (and I was letting him), and I had one arm above my head and one below when he said:
"MOMMY!! YOUR HAND IS ON BACKWARDS!!"

Cute story.
Just came over from Ezzie's to put in my $0.02 in about the neighbors: Call ACS. Worst case scenario: the suspicions will be found to be baseless and the family will have to endure visits for a couple of months. Best case: They get the mom some real help and an order of protection and you spare this kid some true agony.
(Don't call ACS- Worst case scenario: Child dead and mother beaten within inch of life. You feeling very, very guilty.)
